Sadly my PCB is oversized and interfering with my case rails. How likely is it that I can cut everything above the dotted blue line and reconnect those traces without destroying the pcb? Should I even bother to try? The alternative is desoldering all of the LED’s on the left side.

Sounds like an easy fix to me!
This reminds me, once I separated two parts of a TV PCB with a jigsaw:
And it still works!

Its a very old trick that is tough to pull off but you can heat and bend PCB. Or cut at the line and reestablish the traces by reattaching at 90 °

I wanted only the power supply part (bottom of the picture). With an FPGA I managed to draw stuff on the screen.

Yeah, give it a whirl. you probably need to scrape back to copper on the tracks, used some flux paste and then just re-join the tracks with a jumper wire. There’s no reason it should not work and straight forward on a simple circuit.
