What are these microchips?

My sister bought a box of unclaimed US mail packages and one of the envelopes contained 10 of these chips in a piece of carrier tape, in a plastic bag. On the bag is written BL8033CB67R

I put them under a microscope to be able to see the printing. MUCH larger than actual size.

Search on google for “BL8033 datasheet” top link matches pretty close. They are likely 3A step down converters.

How can such tiny chips handle 3 amps?

Its MOSFET based and MOSFETs can have an extremely low on resistance, this means (as long as you drive the MOSFET gate efficiently) the heat dissipation requirements and negligible.
