The hacksaw and files are there to adjust the tolerances on handmade panels

yep, if you distributing PCB’s or Gerbers then there is no reason they should not be spot on.
Not sure many people will be distributing hand made panels.
And if they are your own hand made panels that don’t fit then you adjust your own.
