The title pretty much says it all. Now there is a whole lot of sketchiness going on ill admit it. I had issues with it not working at all so what i did was, solder the power wire directly and remove the swich because i thought it might have been the wrong one and bridged it in the low pass position. As far as i can tell there is no messed up solder joints. Like the title says i now got it to the point where it puts through the input signal but neither the resonance, nor the filter knob do anything the volume adjust works obivously. I dont have a multimeter available so whats the chance something is fried?

If you want to get this circuit to work, you should buy some measurement equipment. You don’t need to spend much. A multimeter costs as little as £8 and a simple oscilloscope suitable for audio frequency work costs just a little bit more.

Right. The next step would be figuring out if the chips are fried right? Or what do you think is the most likely issue?

If you have them, I’d try switching out the chips. But, if they were fried because of something that hasn’t been fixed yet, you’ll just fry the new ones. Really, get the cheapest possible multimeter and measure the power to the sockets.
